Fixed Stop Spammers Plugin

I found a serious problem with the way that the plugin checked DNSBL type spam checks. It looks like I had started programming it, but did not finish. As it was, any IP address ending in 127 was marked as spam, and other results could be ignored or fired for just being a cautionary response.

I wrote a page to test the DB lookups so that users can check IP addresses. If this gets too much traffic, I will have to take it down.

I know that this will not be the last bad bug in the software. I need to keep testing another week before I release it. The day that WordPress 3.5 appears, I think will be a good date.
